A second officer wearing jeans and a dark jacket rushes along the pavement to join him, before taking off his beanie hat and putting on a black cap with police markings.
A man on a blue motorbike pulls up.
At this point, video shows a person lying on the ground face down.
The biker, carrying his helmet in his right hand, waves his left arm, telling the two officers to move back, away from the body on the ground.
Officers keep their distance as the suspect, still alive, lifts his head slightly.
The camera moves to the right, showing a plain clothes police officer pointing a gun at the person on the ground.
Shoppers standing just feet away look on.
More footage shows an armed response vehicle race onto the scene and officers approach the terror suspect with weapons aimed.
Their arrival, against a wail of sirens, came after plain clothes officers, also with guns drawn, kept their distance behind an unmarked police car as they apparently assessed the swiftly unfolding situation.
