The five questions MPs want answered about Jennifer Arcuri

There has been yet more parliamentary scrutiny about American businesswoman Jennifer Arcuri.

At a meeting of the Digital Culture Media and Sport Select Committee, Culture Secretary Nicky Morgan faced questions about Ms Arcuri's relationship with Boris Johnson and how her start-up company Hacker House was awarded a £100,000 government grant.

We now know that a "technical review" into that grant will be published by 31 October.

Here are the five big questions MPs want answered:

1. Did Boris Johnson help with the application?

Nicky Morgan stated in her letter to MPs it is "simply not true" the prime minister influenced the awarding of the grant to Hacker House.

But she admitted she hadn't seen the actual application bid.

There have been several requests for the application form to be made public.

In particular, MPs want to learn whether all communications from letters and emails to text messages will be published.

This would include any lobbying carried out on behalf of Boris Johnson, as well as any direct references or recommendations.

There's also a question about whether Jennifer Arcuri mentioned in her application the trade missions she'd been part of while Mr Johnson was Mayor of London.

2. Is Hacker House based in the UK?

This matters because the grant was intended for UK-registered companies.

It's part of the Cyber Skills Immediate Impact Fund (CSIIF) and its aim was to "identify, train and place" people to work in the area of cyber security in the UK.

Hacker House was originally registered to a rental address in Macclesfield, but Companies House records show the address was changed to central London-serviced offices on 25 September.

It is, of course, perfectly possible to have a business based at a home or a serviced office.

But the big question is whether the business is actually based there.

We know Jennifer Arcuri recently moved to the US and is still living there.

One MP said he'd called Hacker House and got an American voice message.

3. So if Jennifer Arcuri lives in the US, are there any UK employees of Hacker House?

It was claimed in the DCMS Select Committee meeting that a member of staff listed by Hacker House called "Annie T" has a fake LinkedIn profile, using a stock photo from a picture library on Pinterest.

We don't know if Annie T is real - she's currently mentioned as being the company's media manager.

So who does Hacker House actually employ and where are they based?

Nicky Morgan told MPs one member of Hacker House staff attended a September training session in the UK.

4. How did Hacker House get £100,000 when the criteria say funding should not exceed 50% of the company's annual income?

Hacker House wasn't making money, which is not at all unusual for start-ups.

But how did the company receive a six-figure funding sum?

The accounts which Hacker House would have used for the application show that the only income seems to have been a £750,000 loan from Jennifer Arcuri herself to the company.

So why did the approval board waive the rules when it was one of the six pre-assessment requirements?

5. What has Hacker House actually spent its funding on?

We know so far Hacker House has received £47,000 of its grant.

The company has an overall target to train and find UK jobs for 50 UK residents.

To date, it's placed 11 people.

The remaining £53,000 of funding has been held back while the review is under way.
